REVIEW: Blaine Harden, The Great Leader and the Fighter Pilot: The True Story of the Tyrant Who Created North Korea and the Young Lieutenant Who Stole His Way to Freedom (New York: Viking, 2015); 304 pages; $27.95.

In The Great Leader and the Fighter Pilot, Blaine Harden, the famed author of Escape from Camp 14, recounts the first years of the North Korean state through the experiences of Kim Il Sung and No Kum Sok.  The stories of the former, the founder of the “Democratic People’s Republic of Korea” (DPRK) and the latter, a North Korean fighter pilot-turned-defector, remind us of the diverse individuals who sought to navigate the DPRK’s first tumultuous years.  As Kim triumphed in power struggles at the top and sought to remake North Korea in his own image, No, whose father had worked for the Japanese before August 1945, survived at the bottom by praising communism until he could escape to South Korea...

Audiences are among the dominant elements of courtly life and may be referred to as a central aspect of representation of power in many societies. Audiences also served as a stage for negotiation and political decision-making. Beyond that, the ceremonial of audience acted as an integrative factor, strengthening the connections between the ruler and his subjects, the élite and his dynastic background. It thus reflects the structure, or at least the intended structure of rule, and allows us to get insight into the perception of the ruler in the respective society. This volume offers an approach to forms and structures of audiences in different epochs and regions. Choosing a transcultural and diachronic perspective, it aims at delineating similarities and differences as well as possible lines of development of the ceremonial on a broad basis of case studies.

La Russie est indéniablement la grande oubliée, en France, du centenaire de la Première Guerre mondiale et plus encore lorsqu’il s’agit de l’histoire des brigades venues combattre sur le front d’Orient. This chapter provides a historical background to the present book and contributes to the international literature about the RoC by exploring the important drivers behind the country’s foreign policy, from 1960 to 2004. These drivers encompass not only the unfolding of the Cyprus Problem and important international developments but also the concepts of national survival and prosperity. The present overview is done through the prism of the RoC’s relations with international organisations and adopts a
thematic structure to tie together the drivers behind the RoC’s alignment (or not) with key international organisations. This approach accommodates the better understanding of the country’s international orientation at various periods of its Modern History.

During the reign of James II/VII Stuart (1685-1688), the political, diplomatic and cultural relations between the British court and the Italian states flourished as never before. This was due above all to the Roman-Catholic faith of the king and the lively personality of his consort Maria Beatrice d’Este («Mary of Modena»), while the growing English economic power was acquiring commercial dominance in the Mediterranean area. With the help of thousands of unpublished papers, the book by Alessandro Cont reconstructs the British diplomatic network in Italy during this period, the personalities and orientations of the ministers of Italian princes accredited to the court of Whitehall, the queen’s dynastic policy and the peculiar characteristics of her Italian entourage of chaplains, servants, artists and musicians.

As a sophisticated intellectual, one of the least known aspects of İbrahim Müteferrika, the founder of Turkish printing press, is his service as a diplomat. İbrahim Müteferrika went to Poland and undertook negotiations during a time when the Ottoman Empire was fighting against Austria and Russia. However, hitherto we have not had much information about this particular diplomatic mission. In this article, we will examine his embassy to Poland between December 1736 and February 1737 under the light of contemporaneous historical sources and archival documents, through his ambassadorial account dedicated to this mission which we have recently discovered.

In her new book, Turkish-American Relations (1800-1952): Between the Stars, Stripes and the Crescent, Associate Prof. Şuhnaz Yılmaz of the Department of International Relations at Koç University, aims to take the reader on a fascinating journey along the intricate history of Turkish-American relations. The book critically examines how Turkish-American relations evolved from those of strangers into an occasionally troubled, yet resilient alliance. Through the extensive use of Turkish, American and British archival documents and numerous private paper and manuscript collections, the book examines Turkish-American relations from 1800 to 1952, starting with the earliest contacts and ending with the institutionalization of the alliance after Turkey’s entry into NATO. The book aims to provide a better understanding of the significant issues pertaining to Turkish-American relations, such as the impact of international developments on foreign policy decisions, the role of key figures and organizations in shaping the relations, the interaction of political, economic, cultural and military factors in policy formation, and the importance of mutual perceptions in shaping actual relations. This highly interdisciplinary study situated at the intersection of diplomatic history, foreign policy analysis and international relations, not only enhances our knowledge of Turkish-American relations for the period of 1800-1952, but also provides valuable insights for the relations during the Cold War and its aftermath, with significant implications for a turbulent region in constant transformation and change.

İki yıllık bir aranın ardından tekrar merhaba…
“Diplomasi Tarihi I” çalışmamıza göstermiş olduğunuz ilgi için öncelik-le tüm okuyucularımıza teşekkür ederiz. İlk baskıdan sonra meslektaşlarımız, öğrencilerimiz ve dostlarımızdan çoğunlukla olumlu eleştiriler aldık.
Bu olumlu eleştiriler bizi mutlu etti. Ancak “ yerenim yarenimdir” sözünü şiar edindiğimiz için daha çok olumsuz eleştirilere dikkat kesildik. Genişletilmiş 2. Baskı’da söz konusu eleştiriler doğrultusunda eksikliklerimizi gidermeye ve Sizlere daha nitelikli bir çalışma sunmaya çalıştık.
Peki, çalışmamızı daha nitelikli hale getirmek için neler mi yaptık?
Öncelikle tüm bölümler, gelen eleştiriler doğrultusunda yazarları tarafın-dan tekrar kaleme alındı. Yazım hatalarının yanı sıra metin içerisindeki eksik-likler giderildi ve her bölümün sonuna öğrencilerimizin ısrarlı istekleri sebebiy-le daha fazla soru, ek okuma ve belgesel / film önerisi konuldu.
Metin içeriği olarak bakıldığında ise ilk baskıdaki 4. ve 5. Bölümler farklı yazarlar tarafından yeniden yazılırken, daha önce kitapta yer almayan “19. Yüzyılda Latin Amerika’da Yaşanan Bazı Önemli Olayların Diplomasinin Geli-şimine Etkileri” başlıklı 12. Bölüm eklendi.
Bu baskıda yapılan en temel değişiklik ise meslektaşlarımız ve öğrencile-rimiz ile yaptığımız istişareler sonucunda konu bütünlüğü sağlamak adına “1. Dünya Savaşı’nın Diplomasinin Gelişimine Etkileri” başlıklı bölümü bu kitaptan çıkarıp, kısa bir süre sonra yayımlanacak olan “Diplomasi Tarihi II” kitabımıza eklemek oldu.

Genişletilmiş 2. Baskı’da ilk baskı gibi kısa bir zamanda hızlı fakat doğru bilgiler edinmek isteyenler için hazırlanmıştır. Uzun cümleler yerine maddeler halinde yazılan ve önemli görülen hususların  simgesi ile vurgulandığı çalış-mamız tam da hedeflediğimiz gibi
 Daha önce hiç Diplomasi Tarihi / Siyasi Tarih kitabı okumamış veya dersini almamış okuyucular / öğrenciler ve
 Diplomasi Tarihi / Siyasi Tarih dersini daha önce aldığı halde bilgile-rini tazelemek isteyen özellikle KPSS, doktora yeterlik ve doçentlik başta olmak üzere sınavlara giriş aşamasında zaman baskısı hisseden-ler tarafından“okuyucu dostu / reader friendly” olarak tanımlanmıştır.
Sunuş kısmında açıklamak istediğimiz en son husus 1. Baskı’nın ardın-dan kitabımızın ismine yönelik getirilen kimi eleştirilere ilişkindir. Kısaca özet-lersek bazı meslektaşlarımızdan gelen temel eleştiri, kitabımızın isminin “Siyasi Tarih” veya “Siyasal Tarih” olmasına yöneliktir. Lakin kitabın 3. Bölümü’nde ayrıntılı bir biçimde analiz ettiğimiz üzere ekol farklılığından dolayı Türkiye’de bizce bu konuda bir isimlendirme sorunu yaşanmaktadır.
Ayrıca aşağıdaki tabloda da görüldüğü üzere, 2017 LYS itibarıyla ulusla-rarası ilişkiler  bölümlerine  en yüksek puanla öğrenci alan  ilk  10 üniversitenin 7 tanesinin ders programlarının İngilizce’sinde dersin adı “Diplomatic History” olarak geçmektedir.

Ayrıca literatürde “siyasi tarih”in tanımı yapan akademisyenlerin büyük bir kısmı disiplini, uluslararası sistemdeki aktörler arasındaki diplomatik ilişkilerin tarihi olarak tanımlamaktadır. Dolayısıyla diplomatik ilişkilerin tari-hini anlatırken “diplomasi tarihi” isimlendirmesi bizlere daha doğru gelmekte-dir.

Scholars often regard the Qing-Korean relationship as the most representative instance of the so-called tributary system, the Sino-centric hierarchical world order in early modern East Asia. It was also the most stable one, established in 1637 and ending as late as 1895 after the Qing’s total defeat in the first Sino-Japanese War. Precisely because this bilateral relationship was so typical and so stable, it was also unique in many ways. Although the Manchu regime largely inherited Ming China’s institutions in dealing with Korea (and, later, with other foreign states), this legacy revealed new meanings in the context of the Manchu conquest of China. As the Qing’s first and last subordinate state in the region, Chosŏn Korea served as both an ideological and a practical model in shaping the Qing’s geopolitical construction.

Beginning and ending with military clashes, the Qing-Chosŏn hierarchical relationship from the early 17th to the late 19th centuries was nourished and solidified by more peaceful interactions. Generally conducted under the Confucian zongfan (宗藩) principles, these interactions included rituals, diplomatic missions, trade, negotiations, cross-border jurisdiction, and cultural exchanges. Far from being imposed unilaterally by the Qing, the bilateral relationship was mutually constructed in a long process in which the Korean government and literati played a proactive role. During this time, the Korean attitude toward the Qing underwent a gradual change, from hostility to nuanced acceptance. In the late 19th century the two countries tried but failed to adjust their relationship in order to survive the geopolitical threat from industrialized, colonial powers. The collapse of the Qing-Chosŏn hierarchy eventually led to the rise of new national identities in both China and the Korean Peninsula in the 20th century.

Выявлена их взаимо-связь, влияние на внешнеполитический курс России и международные отношения в целом. Автором также анализируются основные причины, помешавшие их реализации.

POLAND AND JAPAN AFTER THE SECOND WORLD WAR. ON THE 60 TH ANNIVERSARY OF REESTABLISHING OFFICIAL RELATIONS The offi cial relations between Poland and Japan started in 1919. Throughout the entire interwar era, till December 1945, when Poland declared war on Japan, they were friendly, although due to geopolitical conditions not especially intense. After the war, the Iron Curtain fell deeper between East and West, and the division between the two camps became sharper. Postwar Poland became totally dependent on the USSR, which impacted the Polish foreign policy towards Japan. This paper examines the negotiations between Poland and Japan which proceeded in the years 1947-1957, and the problem of reestablishing offi cial relations between the two countries after the war.

The story of Francis William Rickett is riddled with contradictions. Bluff and resourceful, notorious for his exploits in the world of oil in the 1930s, he remains an enigma today. Speculator and businessman he was, but he also had deeper links with oil companies and foreign governments than appeared in the press reports of the time. Above all, he lived in interesting times, and through his exploits we have a tantalizing glimpse into behind-the-scenes struggles for the control of oil.

There are many matters in the history of Polish-English relations that have so far escaped the attention of historians dealing with this subject. Religious issues that are the subject of this article, which is the result of a monthly query in the British Library, Bodleian Library, and The National Archives of England and Wales, seem to be undervalued. The aim of the article is to present selected religious and political issues as important factors in the shaping of Polish-English diplomatic relations at the turn of the Middle Ages and the Renaissance.

Introdução A compilação a seguir tem um objetivo eminentemente singelo: simplesmente catalogar as obras do historiador-diplomata Manuel de Oliveira Lima publicadas no exterior, trabalho que merece algumas considerações preliminares. A compilação é obviamente incompleta, uma vez que várias outras obras podem ter sido editadas e publicadas no exterior, em diversas outras línguas, ademais de português, inglês, francês e espanhol, mas não puderam ser alcançadas por esta busca preliminar. Várias das obras de Oliveira Lima foram apenas impressas no exterior, embora destinadas e visando o público brasileiro ou de língua portuguesa; outras foram traduzidas a partir do português e publicadas comercialmente no exterior, tendo circulado sobretudo entre um público restrito de conhecedores do Brasil, geralmente em ambiente universitário. O levantamento, portanto, não pretende ser completo, mas permite identificar algumas das principais bibliotecas nacionais que possuem, em suas coleções, obras do historiador pernambucano, formado em Portugal, ao final do Império no Brasil, e que ingressou na carreira diplomática já na República. Paradoxalmente, a própria Biblioteca Oliveira Lima não possui um catálogo online das obras de seu patrono. Informações complementares foram glosadas a partir da obra de Neusa Dias de Macedo: Bibliografia de Manuel de Oliveira Lima: com estudo biográfico e cronologia (Recife: Arquivo Público Estadual, 1968). Sem ter a pretensão de esgotar as possibilidades de pesquisa, e sem adentrar nas principais bibliotecas universitárias, as bibliotecas cujos catálogos foram sumariamente pesquisados, em países com os quais Oliveira Lima possuía vínculos, são as seguintes, identificadas por catálogos online sempre quando possível:

Throughout its existence, the inhabitants of the Holy Roman Empire frequently evoked concepts of peace in legal, governmental, and moral affairs. In particular, the term Landfrieden can be found in sources from the thirteenth to the eighteenth centuries. Historians and legal scholars have long debated its meaning, typically defining it either as a form of legislation or else as a type of regional peacekeeping union. This article synthesizes the array of evidence regarding Landfrieden and makes the argument that it was central to discourses about public peace and authority in the pre-modern German lands, which could find expression within both regional and pan-imperial organizations, laws, and institutions. The article surveys concepts and applications of Landfrieden from the high medieval period to the Holy Roman Empire's dissolution in 1806, demonstrating how it could legitimize leagues, alliances, and other associations while also underpinning the evolving imperial constitution.

Depuis la seconde moitié du XIXe siècle, la Suisse est une cheville ouvrière de la construction du multilatéralisme, ainsi qu’en témoigne la création des premières organisations internationales à Berne et, par la suite, à Genève. Après la Première Guerre mondiale, les faiseurs de paix consacrent l’essor de l’ordre international du XIXe siècle en fondant une «Société des Nations», dont Genève deviendra le siège. La Suisse joue de ce fait un rôle prépondérant, favorisée par sa neutralité, qui n’est toutefois pas sans également causer des problèmes à la Société des Nations. C’est notamment le cas en 1938, lorsque la Suisse se soustrait à ses obligations de membre en ne participant pas aux sanctions économiques contre l’Italie, qui vient d’envahir l’Éthiopie, et se construit une neutralité «intégrale».

In summer 1966, Israeli President Zalman Shazar and his wife Rachel made an official tour to four South American countries and to the United States. This article examines their state visit to Brazil in the context of the triangular relationship between Israel, Brazil, and the Jewish diaspora. The visit did not yield significant political achievements to Israel. Nonetheless, given Brazil's equidistant position about the Arab-Israeli conflict, the fact that Shazar's visit was not followed by a parallel visit to Brazil by a senior Arab leader can be viewed, to some degree, as an Israeli accomplishment.
From an Israeli perspective, Shazar’s South American tour was primarily intended to co-opt the local Jewish diasporas, to emotionally connect them to Israel, and to enhance their support for the Jewish State. These goals were met in Brazil, where wide sectors of the local Jewry enthusiastically welcomed Shazar while publicly displaying their support for Israel. Brazilian Zionist activists equally sought to use the visit for their own purposes. During Shazar’s visit, such Jewish Brazilian spokespersons endeavored to show that they were loyal and integrated Brazilian citizens. At the same time, they utilized the visit’s prestige to present their loyalty to Israel as positive and legitimate and to portray themselves as an important link that contributed to the development of good relations between the two countries.

בקיץ 1966 ערכו נשיא מדינת ישראל זלמן שזר ורעייתו רחל ביקור רשמי בברזיל במסגרת מסע נשיאותי למדינות דרום אמריקה ולארצות הברית. מאמר זה מתאר את הרקע לביקור ודן במשמעותו בהקשר של מערכת היחסים המשולשת שבין ישראל, ברזיל והתפוצה היהודית בברזיל. הביקור לא הניב לישראל הישגים מדיניים יוצאי דופן. ואולם, לאור מדיניותה המאוזנת של ברזיל בכל הנוגע לסכסוך הערבי-ישראלי, ניתן לראות בעצם קיומו של הביקור – ובייחוד בהיעדר ביקור מקביל בברזיל של אישיות בכירה ממדינות ערב – נקודה לזכות הישראלים.
מנקודת המבט של ישראל נועד מסעו של שזר בדרום אמריקה בראש וראשונה לגייס את חברי התפוצה היהודית במדינות אלה, ליצור חיבור רגשי בינם לבין ישראל ולחזק את תמיכתם בה. משימות אלה הוכתרו בהצלחה: חלקים נרחבים של התפוצה היהודית בברזיל העניקו לשזר קבלת פנים נלהבת והכריזו בראש חוצות על תמיכתם בישראל. ראשי הקהילה היהודית המאורגנת במדינה ועסקני הקהילה ביקשו אף הם לנצל את ביקור שזר לצורכיהם. במעשיהם ובהצהרותיהם בעת הביקור התאמצו אותם חברים בולטים ומחויבים של התפוצה היהודית להראות כי הם אזרחים נאמנים של ברזיל המשולבים בה, וכי אינם מתכוונים לנטוש אותה לטובת ישראל. עם זאת, הם מינפו את היוקרה שממשלת ברזיל העניקה לביקור על מנת להציג את נאמנותם לישראל באור חיובי ולגיטימי, וכדי להציג את עצמם כחוליה מקשרת המסוגלת לסייע לפיתוח היחסים הטובים בין שתי המדינות.

המחקר עוסק במאמצי השלום סביב בעיית השטחים במזרח התיכון במהלך ממשל ריצ'ארד ניקסון בארצות הברית ודן בשאלה מדוע לא הושג כל הסכם שלום. המחקר מנתח את הגישות הראשוניות מצד ממשלת ישראל כלפי השטחים עליהם השתלטה, והשפעת הדבר על גישות להשגת שלום. המחקר גם עוסק בשאלת יחסן של הממשלות הערביות כלפי אפשרות של משא ומתן עם ממשלת ישראל וכיצד השפיע הדבר. בנוסף, דן המחקר בעמדות האמריקאית והסובייטית והשפעת המלחמה הקרה על המצב במזרח התיכון. הוא דן במאמצי האו"ם ביישום בהחלטה 242, ומנתח את גורמי הכישלון של שר החוץ האמריקאי ויליאם רוג'רס. המסקנה המרכזית של מחקר זה כי ההתקשרות לשטחים והשאננות בעקבות הניצחון במלחמת ששת הימים היו הגורם העיקרי לחוסר התזוזה מצד ממשלת ישראל, כמו גם פעילותו של היועץ הנשיאותי קיסינג'ר בהכשלת מאמציו של רוג'רס.

For nearly a century, it has been assumed that self-determination of the world's peoples through creation and territorial guarantee of independent, ethnically defined polities was central if not essential to Woodrow Wilson's vision for a peaceful world order. Nothing could be further from the truth, and failure to appreciate the integrative rather than fissiparous character of Wilson's vision has impoverished the international political imagination ever since--with disastrous consequences for peace and democracy worldwide.

This book chapter examines Herbert Remmel’s childhood experience which juxtaposed Hitler’s Germany and de Valera’s neutral Ireland. Born in 1936 in Cologne he experienced the war from the perspective of a child. As a fortunate nine year old, he escaped the bombed out Rhineland by taking advantage of a humanitarian operation involving the Irish Red Cross and the Save the German Children Society (SGCS). He landed off the mail-boat from Liverpool at Dun Laoghaire in Dublin on 27 July 1946 as a member of the first group of approximately 80 German children arriving under the scheme. Herbert’s experiences with his two Irish foster families instilled in the young German boy a deep and intimate appreciation of Ireland, its society, the Irish sense of place, the people’s traditions, the Irish rural way of life and Irish nationalism. Though only in Ireland for just under three years, the interlude was indelibly imprinted on his being and identity. His experience granted him rare insights into both his native fatherland, Germany, and his fostering motherland, Ireland.
