Globalisation forces all countries to become more competitive by shifting capital and labour to new economic sectors. However, while it is widely accepted today that proactive industrial policies are needed for such structural change, there is disagreement to what extent low and middle-income countries are also able to design and implement such policies without ending up with perverse incentives for investors and bureaucrats, the creation of rents and less allocative efficiency. This discussion paper looks at the experience of Egypt with industrial policies during President Mubarak’s last years in office. The country is a particularly interesting case to be studied because it looks back to a long history of very top-down industrial policies, while the last government before the revolution, which had been appointed by Mubarak 2004, embarked on a very different, much more market friendly course. The question is thus whether this government, which included a considerable number of big business people, was better able to promote structural change and thereby economic competitiveness without favouring well-connected groups of entrepreneurs at the expense of others.

The paper argues that Egypt’s new industrial policy adopted after 2004 was in fact less interventionist, selective and redistributive than earlier ones and oriented more towards demand, and that it boosted foreign direct investment, exports and economic growth. But this growth was neither pro-poor nor sustainable; it was mainly based on short-term effects and the export of primary goods rather than structural change and innovation. The new government was able to improve entrepreneurs’ access to finance, simplify tax rates and procedures and cut away red tape. But it did not succeed in raising the technology contents of Egyptian exports, firms’ business sophistication and technology absorption, and the level of applied research and innovation.

The main reason for this failure is that the business men in office apparently did not understand that many small and medium enterprises face very other problems than themselves and that the causes of these problems are too fundamental to be relieved just by a change in economic policies. These causes include significant deficits in the quality of education and training in Egypt, in the rule of law, in the transparency and fairness of administrative and judicial procedures, in private sector representation and in the availability of affordable land for production. In addition, the government missed to help overcome failures in the coordination of investors that typically prevent structural change.

This article traces the historical background of the term 'belly dance', the English-language name for a complex of solo, improvised dance styles of Middle Eastern and North African origin whose movements are based on articulations of the torso. The expression danse du ventre -- literally, "dance of the belly" -- was initially popularised in France as an alternate title for Orientalist artist Jean-Léon Gérôme's 1863 painting of an Egyptian dancer and ultimately became the standard designation for solo, and especially women's, dances from the Middle East and North Africa. The translation "belly dance" was introduced into English in 1889 in international media coverage of the Rue du Caire exhibit at the Parisian Exposition Universelle. A close examination of the historical sources demonstrates that the evolution of this terminology was influenced by contemporary art, commercial considerations, and popular stereotypes about Eastern societies. The paper concludes with an examination of dancers' attitudes to the various English-language names for the dance in the present day.

For several centuries the Middle East was socially, economically, and technologically advanced. One of the reasons for this was its people’s appreciation of and openness to knowledge creation and dissemination. This trend lasted from the 8th to the 13th centuries (Aubert and Reiffers 2003). Knowledge became the most important and determining factor for economic growth. The impact and contribution of this wealth of knowledge were felt and appreciated across different sectors and disciplines and acknowledged beyond the region and around the world. However, things changed drastically in the 18th and 19th centuries following the Industrial Revolution. In the 21st century, with oil exploration and an economic boom in some parts of the region, investment and attention was redirected to building state of the art infrastructure in various sectors, including education and health, as Middle Eastern countries prepared to engage with and integrate in the knowledge society. To date, investments allocated to sectors such as education, information infrastructure, research and development, and innovation have been insufficient in most Middle Eastern countries (Aubert and Reiffers 2003), when compared to other regions, including emerging economies. However, increasing attention is being paid to these sectors compared to past decades and more concrete achievements have been realized in recent years. Education in the Middle East has consistently faced a variety of challenges. According to the World Bank, the quality of education in the region is falling behind other regions and needs urgent intervention and reform in order to address issues associated with unemployment (Gavlak 2008). Although the knowledge ecosystem, including awareness, education, training, and lifelong learning, represents a cornerstone for development and growth in the Middle East, there is still a lot that needs to be done before the education sector becomes a catalyst for economic production and development and a driver for societal growth (Holmes 2008). Moreover, higher education plays an invaluable role within society because it creates additional opportunities for development and provides knowledge transfer for students and other stakeholders, and promotes change, creativity, innovation, and progress (Wilkens 2011). Over the last few decades successive governments in the region sought to expand enrollment to formal education and improve the quality and efficiency of education service delivery (Welmond 2006). Education and lifelong learning should be considered as the invaluable foundation upon which most economic and social strategies are based, and policies and directions are built. Therefore, education should be made a top priority if the national objective is to realize effective and sustainable economic development and growth in the long term. Building a knowledgeable society remains an integral platform for creating jobs, improving standards of living, and becoming more competitive as a nation. The impact is usually realized following years of strategic planning in which synergies are established among key stakeholders in the economy. Moreover, modern education and lifelong learning policies are increasingly being defined in terms of economic development, growth and timely global competition (Shirazi 2010). The key challenges facing the Middle East could be summarized in three main points: an increase in educational disparity within countries; a constant decrease in the quality of education, despite an ongoing increase in per capita education expenditure; and the mismatch and growing divide between market needs, in terms of capacity and skills, and what the educational system has to offer in terms of output (UNDP 2002). Moreover, there are factors that impact higher education such as, but not limited to, regional and international geopolitical challenges, student mobility and the impact of emerging technologies, in addition to socioeconomic development and growth.

Abstract
A rather poignant story of discovering the family name on a monument at the Al Alamein Battlefield, unleashes a long litany of information about the site and the battle: the various armies that fought for this land from the beginning of time, the tank in desert warfare, the artifacts still littering the battlefield, and the continuous plight of undetonated mines. As for the family, while trying to research the paternal name, she discovers that a soldier bearing the maternal name was also killed at Alamein. This chapter investigates the influence of the board composition and leadership on Corporate Social Responsibility (CSR) disclosure. The empirical study of 68 Tunisian listed companies and 100 Egyptian listed companies reveals that board independence, foreign directorship, female directorship and state directorship, influence positively CSR disclosure. However, these findings indicate that CEO duality has a negative impact on CSR disclosure. Overall, the findings are consistent with the agency theory as well as the stakeholders theory and suggest that CSR disclosure seems to result from the willingness to meet shareholders' expectations in terms of transparency and voluntary disclosure of non-financial information.

Alamein covers the events leading up to the battle in North Africa that turned the tides of war against the Axis Powers during World War II: the Battle of Al Alamein. The first part of the book is the history of the battle. Sections include: the leaders, their weapons, the battles of Tobruk, Gazala, and finally Al Alamein. Vascular problems such as thrombosis and stenosis of the hepatic artery, portal vein, and hepatic vein are serious complications after living-donor liver transplant and can cause increased morbidity, graft loss, and patient death. The aim of this study was to assess the incidence, treatment, and outcome of recipient vascular complications after living-donor liver transplant in a single Egyptian center. Between November 2006 and March 2014, we performed 226 living-donor liver transplants for 225 patients at Dar Al Fouad Hospital in 6th of October City in Egypt. Review of all patients with vascular complications was performed. In 20 of 225 recipients (8.9%), there were vascular complications that occurred from day 0 to 14 (mean, 5.6 ± 3.4 d). Complications included isolated hepatic artery thrombosis in 7 patients (35%), isolated portal vein thrombosis in 6 patients (30%), isolated hepatic vein stenosis in 3 patients (15%), and isolated hepatic artery stenosis in 1 patient (5%). In ancient Egypt the deceased were an integral part of the world of the living. The dead kin were perceived as extended family members and a bilateral relationship was developed between the two worlds. The deceased expected to receive from the living all the due rituals and offerings in order to ensure their well-being. Fulfilled all the needs of the dead, the living might expect their assistance and protection in everyday life problems. It's in the context of this relationship that we see emerge the ancestors' cult as an integral part, and with high relevance, of household religion, attested since the Middle Kingdom. The possible knowledge about this domestic religious practice results from both textual and material sources. It is the combination of texts, objects, and structures that makes possible for us to understand the motivations underlying this practice and where and how it was accomplished.

Though Odysseus’ tales to Eumaios and Aninoos in Odyssey 14.199–359 and 17.417–44, respectively, are presented as fictional tales within Homer’s larger myth, some elements have striking analogs in Late Bronze–Early Iron Age reality.

This article examines these portions of the hero’s false ainoi within their fictive context for the purpose of identifying and evaluating those elements. Particular focus is given to Odysseus’ declaration that he led nine successful maritime raids prior to the Trojan War; to his twice–described ill–fated assault on Egypt; and to his claim not only to have been spared in the wake of that Egyptian raid, but to have spent a subsequent seven years in the land of the pharaohs, during which he gathered great wealth.

Through a comparative examination of literary and archaeological evidence from the Late Bronze–Early Iron transition in the Eastern Mediterranean, it is shown that these aspects of Odysseus’ stories are not only reflective of the historical reality surrounding the time in which the epic is set, but that Odysseus’ fictive experience is remarkably similar to that of one specific member of the ‘Sea Peoples’ groups best known from 19th and 20th dynasty Egyptian records: the ‘Sherden of the Sea.’

An increase of cross-cultural learning as a consequence of increased travel and migration between Egypt and the Levant during the Iron Age occurred after millennia of migration in earlier times. The result was an Egyptian-Levantine koine, often not recognized as relevant by historians due to an uncritical reproduction of ancient myths of separation. However, the cultural exchange triggered by migration is attested in the language, in the iconography of the region, in the history of the alphabet, in literary motifs, in the characterization of central characters of the Hebrew Bible and, last but not least, in the rise of new religions, which integrated the experience of otherness in a new ethos.

The Twentieth Dynasty tomb of Ramesses VI (KV9) includes
two copies of the cosmological treatise known to modern scholarship as the Book of the Night. Both versions of the book in KV9 include a cryptographic annotation to the twelfth hour, which is unique to that tomb. This annotation accompanies a file of jackals, the “bas of the westerners,” who tow the solar barque through the Underworld, toward the moment of sunrise. The content of this “Jackal Hymn” overlaps partially with cryptographic annotations to the baboon-, ibis-, and ram-headed bas of the east, north, and south, found in the Book of the Day. The present study offers a new translation and analysis of the Jackal Hymn, discarding numerous readings proposed in earlier studies, which had been based upon the phantom “principle” of acrophony, while taking into consideration orthographic, grammatical, and thematic parallels from the broader cosmological corpus. A careful reading of the cryptographic signs, utilizing only well attested substitution mechanisms (e.g., reduction of weak consonants), demonstrates clearly that the two versions of the text agree in every major respect and that divergences presumed in earlier studies are largely illusory. In addition, analysis of the grammatical structure of the text itself and identification of its thematic divisions help to clarify the meaning of several otherwise obscure passages.

يتناول عبد الفتاح ماضي في كتابه عثرات في الميدان: كيف أخفقت ثورة يناير في مصر؟ الصادر عن المركز العربي للأبحاث ودراسة السياسات، المسار المتعثّر لثورة 25 يناير 2011 في مصر؛ باعتبارها جزءًا من نضالٍ ممتد في التاريخ الحديث للشعب المصري من أجل التغيير، وحدثًا أداره فاعلون داخليون وخارجيون بقناعات ومصالح مختلفة، وفي سياقات إقليمية ودولية غير مواتية.

في الفصل الأول، "مقدمات ثورة 25 يناير"، يعرض المؤلف مقدمات ثورة يناير، مع التركيز على إرث مرحلة مبارك في المجالَين السياسي والاقتصادي، موضحًا كيف أغلق نظام مبارك سبل الإصلاح السياسي التدرجي، وأفسد الحياة السياسية عقودًا طويلة، ما أدّى إلى إسقاطه وحزبه الحاكم عبر التظاهرات الشعبية. كما يعرض كيف ثارت قطاعات واسعة من المصريين ضد النظام، ودور الجماعات الاحتجاجية الشبابية والحركات الاجتماعية والعمالية في تعبئة الشارع ضد مبارك، ودور أدوات التواصل الاجتماعي والإعلام والجمعية الوطنية للتغيير وحركة 6 أبريل.

أما في الفصل الثاني، "اندلاع الثورة وردّ النظام"، فيرصد المؤلف اندلاع الثورة، وردّة فعل سلطة مبارك التنفيذية عليها، بدءًا من عناده وتهوينه شأن الحراك الشعبي ضده، مرورًا بخطابات التهديد والوعيد واستخدام القمع الوحشي ضد المتظاهرين، وانتهاءً بمحاولات التشبث بالسلطة وبدء تحرك الجيش.

تحولات الثورة

يُعنى المؤلف في الفصل الثالث، "تحولات الثورة المصرية"، بمسار ثورة يناير وتحوّلاتها، فيتناول تحول الثورة من كونها ثورة "ديمقراطية" تنادي بالحريات والعدالة الاجتماعية إلى ثورة "انتخابية"، من خلال البحث في الطريقة التي أدار بها الفاعلون السياسيون الرئيسون المرحلة الانتقالية بعد إسقاط مبارك (12 شباط/ فبراير 2011 - 30 حزيران/ يونيو 2013)، مركزًا على انفراد المجلس الأعلى للقوات المسلحة بإدارة الدولة، واعتماد خريطة طريق تقوم على التنافس الحزبي الانتخابي قبل التوافق، وسلوك القوى السياسية التقليدية التي تصدّرت المشهد السياسي، إضافةً إلى غياب الحوار والتوافقات الكبرى. كما يتناول المؤلف تحوّل ثورة يناير مرة أخرى من كونها ثورة "انتخابية" إلى ثورة "مضادة"؛ من خلال عرض الطريقة التي أوقف بها جنرالات المجلس العسكري المسار الديمقراطي، وقادوا ثورةً مضادة أطاحت المكتسبات القليلة التي حققتها ثورة يناير، وأقامت نظامًا يقوم على الصراع الصفري مع القوى التي لا تصطف مع النظام. ويوضح هذا الفصل كيف كانت اختيارات النخب تُعبّر، في واقع الأمر، إمّا عن قناعات وأفهام مغلوطة، وإمّا عن مقدمات أيديولوجية متحجرة، أو مصالح ضيقة، أو نصائح غير مدروسة قُدّمت من أطراف مختلفة، أو عن خليط من هذا وذاك.

الحوار والتجربة الدستورية

ينصب اهتمام المؤلف في الفصل الرابع، "محاولات الحوار الوطني"، على محاولات الحوار التي جرت في مراحل مختلفة؛ حيث يبدأ بعملية الحوار التي بدأتها جماعة الإخوان المسلمين قبل اندلاع الثورة بشهور، واستمرت في الشهور الأولى للثورة، وتُوّجت بما سُمّي وثيقة التحالف الديمقراطي. كما يعرض المؤلف حوارات المجلس العسكري الحاكم حتى لقاء "فيرمونت" وانتخاب الرئيس محمد مرسي، إضافة إلى الحوارات التي أجراها هذا الأخير، ثم بعض المبادرات التي قُدمت بعد 30 حزيران/ يونيو 2013.

أما في الفصل الخامس، "التجربة الدستورية بعد الثورة"، فيقدم المؤلف الوثائق الدستورية التي ظهرت في مرحلة المجلس العسكري حين شهدت البلاد إعلانًا دستوريًا في 13 شباط/ فبراير 2011، ثم تعديلات دستورية متعلقة بـ 9 مواد من دستور 1971، ثم إعلانًا دستوريًا آخر في 30 آذار/ مارس 2011، ثم إعلانَين دستوريّين (في 25 أيلول/ سبتمبر و19 تشرين الثاني/ نوفمبر 2011) يعدّلان إعلان 30 آذار/ مارس، ثم إعلانًا دستوريًا مكملًا في 17 حزيران/ يونيو 2012. كما يقدم المؤلف الوثائق الدستورية التي ظهرت في مرحلة مرسي؛ وذلك حين عرفت مصر في 12 آب/ أغسطس 2012 إعلانًا دستوريًا جديدًا (ألغى الإعلان الدستوري الصادر في 17 حزيران/ يونيو 2012)، والإعلان الدستوري في 21 تشرين الثاني/ نوفمبر 2012، ودستور 2012. ويقدم المؤلف، أيضًا، الوثائق الدستورية التي ظهرت في مرحلة ما بعد 30 حزيران/ يونيو 2013، وشهدت فيها البلاد بيان القوات المسلحة في 3 تموز/ يوليو 2013، وإعلانَين دستوريين (في5 و7 تموز/ يوليو 2013)، ودستور 2014.

جنرالات الداخل والعوامل الخارجية

يتناول المؤلف في الفصل السادس، "جنرلات الجيش وثورات الشعب"، بعض الجوانب ذات الصلة بعلاقة مجموعة من جنرالات الجيش المسيطرين على المؤسسة العسكرية بثورة يناير، فيعرض حالات مقارنة من خارج العالم العربي لإيضاح ما يأتي: سبب استيلاء العسكريين على السلطة، وطبيعة الحكم العسكري، وطريقة خروج العسكريين من السلطة. ثم يعرض باقتضاب الحالة المصرية، بدءًا من جذور تدخّل الجنرالات العسكريين في السلطة، وتطور أدوارهم السياسية والاقتصادية، مرورًا بالمغالطات التي ردّدها إعلام ما بعد 30 حزيران/ يونيو 2013 بشأن دور الجيش، وانتهاءً بالمخاطر المترتبة على طبيعة النظام الإقصائية والبوليسية؛ لا على الحياة السياسية والثورة فحسب، بل على المؤسسة العسكرية ذاتها والأمن القومي العربي أيضًا.

في الفصل السابع، "العوامل الخارجية والثورة المصرية" (الفصل الأخير)، يعالج المؤلف بعض الأدوار الدولية والإقليمية في مسار الثورة المصرية، فيتناول موقف القوى الغربية من مسألة الديمقراطية في البلدان العربية قبل ثورات 2011، ثم موقف الولايات المتحدة الأميركية وأوروبا وروسيا من الثورة المصرية، ودعم القوى الإقليمية نظامَ ما بعد 30 حزيران/ يونيو 2013، إضافةً إلى أثر استخدام خطاب الحرب على الإرهاب واستراتيجياته في مسار الثورة.

SHORNCLIFFE LECTURES BOOK 5
Book 5 of the Shorncliffe Lectures series explores the development of the Baker Rifle and the Experimental Corps of Riflemen of Colonel Coote-Manningham that became the 95th Rifles. This was the first permanent light infantry and completely rifle armed regiment in the British Army. There are 20 Maps, 27 Orders of Battle (OOBs), 93 Tables and over 110 illustrations including 56 of rifles, sword bayonets and bayonets. The themes of the book are:-
  1. The origins (Chapter 1) and formation (Chapter 8) of the 95th Rifles as the Experimental Corps of Riflemen under Colonel Coote Manningham.
  2. The development of the Baker Rifle and its use (Chapters 2-6),
  3. The barracks (Chapter 7), the training in Essex, Kent and Sussex (Chapter 8, 10, 14-15), their drilling of the  Volunteer Riflemen (Chapter 16) and the formation of the 2/95th in Canterbury on 1805 (Chapter 17).
  4. The early campaigns over the first seven years of their existence (Chapters 9, 11-12 and 18-20), and their campaign medals (Chapter 21).
  5. Selected articles from the Regulations for the Rifle Corps (Chapter 22) and the Shorncliffe Lectures of 1803 are printed in full (Chapter 23).

En este trabajo se abordará la figura de la diosa Isis desde diversas perspectivas. Primero, analizaremos su papel en Egipto, su lugar de procedencia, desde los tiempos Neolíticos hasta la conquista de Alejandro Magno, que da inicio al período helenístico. En esta época se producen cambios en la forma de entender a la diosa en Egipto, pero lo fundamental es que su culto se generaliza en Grecia, si bien ya había llegado allí siglos atrás. Esto da lugar a una asimilación sincrética de Isis a otras divinidades y también a la transformación de su culto en una religión mistérica. Isis acaba llegando al mundo romano, donde algunos emperadores intentarán erradicar su culto, mientras que otros, por el contrario, lo promoverán, hasta su definitiva desaparición en el siglo VI d.C. Una vez dado un repaso a su historia, analizaremos el mito más famoso de la diosa: el de Isis y Osiris, partiendo sobre todo de la versión que ofrece Plutarco. Por último trataremos de sintetizar las principales atribuciones de esta diosa: madre, trono y maga.

In Interpreting Ancient Egyptian Narratives, Martin Pehal applies structural analysis to four New Kingdom narrative compositions. The study explains the strong configurational character of ancient Egyptian (mythological) thought which has the ability to connect various ontological levels of human experience with the surrounding world into complex synchronic structures. These symbolical systems are shown to be mediating between the various cultural paradoxes which were inherent to ancient Egyptian society. Axial role in this process is attributed to the institution of positional kingship represented by the Pharaoh. Its transformative function is also put into relation to the special status of female characters who are shown to play the part of the “powerful powerless ones” further personifying the aspects of the mediating function of myth. Gradually, the study outlines a genuinely Egyptian “structural net” of basic mythemes and explains in what way it was possible for such a system to change and incorporate foreign mythological motifs especially from the Near East.

Humans around the globe probably discovered natural remedies against disease and cancer by trial and error over the millennia. Biomolecular archaeological analyses of ancient organics, especially plants dissolved or decocted as fermented beverages, have begun to reveal the preliterate histories of traditional pharmacopeias, which often date back thousands of years earlier than ancient textual, ethnohistorical, and ethnological evidence. In this new approach to drug discovery, two case studies from ancient Egypt and China illustrate how ancient medicines can be reconstructed from chemical and archaeological data and their active compounds delimited for testing their anticancer and other medicinal effects. Specifically, isoscopoletin from Artemisia argyi, artemisinin from Artemisia annua, and the latter's more easily assimilated semi-synthetic derivative, artesunate, showed the greatest activity in vitro against lung and colon cancers. Purpose-The purpose of this paper is to analyze the current performance of an SME's supply chain using one of the object oriented modeling techniques in order to develop a visual graphical model to be easily communicated to survive the current competitive environment. Design/methodology/approach-In this research, a semi-structured interview was conducted to an Egyptian SME and the Unified Modeling Language was used to analyze the collected data. Findings-The existing process of the supply chain was defined and mapped to understand the current process characteristics and capabilities. The current process was then analyzed and the result shows the obstacles and constrains facing the supply chain of the SME. Originality/value-This research develops a model that suits SMEs in the Egyptian market. The use of a Case Study approach with an object oriented tool, namely UML, makes this a thorough investigation that helps decision makers in Egyptian SMEs make better informed decisions. SMEs do not use the object oriented techniques in evaluating their problems, although it is very useful in analyzing the case study and model the current situation of the supply chain.
