Global cities

In recent years, Persian Gulf cities have become symbols of the most spectacular forms of the ‘globalization of urbanization’. Current scholarship has sought to situate these cities in transnational processes and linkages with conceptualizations of ‘the global city’ and the mechanisms of ‘worlding’. This article builds on but moves beyond this line of analysis by turning to the histories of this region and its built environment to explore the longue‐durée influence of capital and empire operating across multiple scales. From this perspective, the glittering high‐rises and manmade islands are contemporary manifestations of a century of urban forms and logics of social control emanating from company towns, the struggles of state building, and the circulation and fixing of capital. To grasp how the Persian Gulf region has been remade as a frontier for accumulation, the analysis in this article blurs the boundaries between metropole and periphery, reconceptualizing the region not as an eclectic sideshow, but as a central site for global shifts in urbanism, capitalism and architecture in the twentieth century.

W artykule podjęto próbę określenia znaczenia przemysłu spotkań w kształtowaniu potencjału miast. W tym celu stworzono dwa syntetyczne rankingi mierzące potencjał ekonomiczny i turystyczny światowych metropolii. Porównano z nimi pozycje miast, zajmowane w zestawieniach opracowanych przez International Congress & Convention Association (ICCA) i Union of International Associations (UIA). Rezultatem końcowym jest klasyfikacja aglomeracji, bazująca na stopniu oddziaływania przemysłu spotkań na ich potencjał turystyczny.

Какие города выбирают исследователи, главы корпораций и стартаперы, дизайнеры, архитекторы, художники и артисты?

У каких мегаполисов выше шансы успешно конкурировать за лучшие умы?

Чтобы ответить на эти вопросы, команда Российской кластерной обсерватории из Института статистических исследований и экономики знаний НИУ ВШЭ разработала Рейтинг инновационной привлекательности мировых городов (HSE Global Cities Innovation Index / HSE GCII).

HSE GCII выявляет движущие силы, которые привлекают в города участников экономики знаний, оценивает в комплексе факторы технологического развития, институциональной среды и креативных индустрий. Рейтинг охватывает 36 мировых центров, впервые рассчитан на уровне городов и содержит специально разработанную систему из 120 показателей. Исследование Высшей школы экономики не имеет аналогов по глубине и охвату.

Методология
Цель рейтинга — предложить верифицируемую сравнительную оценку ключевых факторов, которые способствуют привлечению в города участников экономики знаний.

В фокусе внимания находятся ведущие компании (мегакорпорации, прорывные стартапы, ведущие университеты) и личности (нобелевские лауреаты, высокоцитируемые ученые, популярные представители креативных индустрий). Именно они формируют лицо города и являются главными силами притяжения для других представителей своих отраслей.

В выборку исследования включены 36 наиболее привлекательных для инноваторов городов, которые лидируют по числу патентов и публикаций и занимают высокие позиции в международных рейтингах по релевантным тематикам. Города разные по численности населения – от агломераций до мегаполисов, 14 из них имеют столичный статус.

Решение. Проанализировав выборку из 36 глобальных центров на основе 120 показателей, описывающих уровень их технологического развития, креативных индустрий и инфраструктуры и институциональной среды, исследователи НИУ ВШЭ рассчитали интегральный индекс HSE GCII. Индикаторы также сгруппированы в 20 разделов, которые распределены по трем блокам — «Технологическое развитие», «Креативные индустрии» и «Городская среда». По каждому блоку рассчитан свой субиндекс.

В аналитическом докладе, представляющем полные результаты исследования, включены индивидуальные профили городов с информацией об их рейтинговых позициях по всем собранным показателям.

Совокупность исследовательских подходов рейтинга HSE Global Cities Innovation Index формирует новый взгляд на измерение инновационной привлекательности мировых городов.

Defining the role of cities within economic networks has been a key theoretical challenge, particularly as nuanced understandings of positionality are increasingly championed over hierarchical notions of influence or power in the World City Network (WCN). This paper applies social network analysis (SNA) to identify the critical role that a wide range of cities plays in the Australian economic system. Drawing upon the set of Australian Securities Exchange (ASX) listed firms, four distinct sub-networks are compared against the overall urban network. Each of the materials, energy, industrials, and financials sector sub-networks are found to have unique configurations of inter-urban relations, which are articulated through institutional and industry-specific factors, grounded in diverse histories and path-dependent trajectories. This analysis applies five different centrality measures to understand how positionality within the overall network and respective sub-networks might better inform policymakers formulating ‘globalizing’ urban policy. This addresses the long-standing theoretical debate regarding territorially articulated hierarchies of urban/corporate power, extricating WCN research from the core-periphery assumptions tied to its world-systems theory lineage. Understanding how, rather than if, cities are global provides contextual knowledge about how cities are situated within broader circuits of production, and the exogenous relations that shape urban economies around the world, providing a framework for research in other global contexts.

The paper focuses on transnational wealth elites buying residential properties in New York and London as an investment rather than as a primary residence. The transnational wealth elite is a group of people that have their origin in one locality, but invest their wealth transnationally since they entertain transnational jobs, assets and social networks. New York and London real estate has the unique quality that it is perceived to be highly liquid, i.e. easily resold to other investors. Together with the safe haven and socio-cultural characteristics of both cities and the way the real estate market and its professionals are organised, global city residential real estate functions as a 'safe deposit box'. The paper brings together different geographies: of the wealth elite, of offshore financial centres through which most real estate purchases are organised, and of real estate investment locations. It also maps the consequences of the safe deposit box function of real estate, in terms of not only house prices increases, but also of economic, social and cultural changes and how elite decision-making impacted this comprehensive set of changes in the fabric of the city. In doing this, the paper substantiates work on the financialisation of real estate by focussing attention on the agency of the wealth elite and their investment and legal networks rather than on property developers, housing associations or institutional investors.
